The Livonia Public Library, in an effort to harmonize the rights and interests of its patrons with the rights and interests of City of Livonia employees who service those patrons, sets forth the following policy: WHEREAS, the Livonia Public Library is a federal depository library and strives to comply with the Federal Depository Library Program (FDLP) guidelines, effective January 15, 1999; WHEREAS, the Livonia Public Library, consistent with applicable state law (including but not limited to Public Act No. 37 of 1999 and Public Act 212 of 2000), reserves the right to restrict internet or Computer Network access by minors (patrons less that 18 years of age) not accompanied by a parent or guardian, from receiving obscene or sexually explicit materials harmful to minors; WHEREAS, in or about August, 1991, the Civil Service Commission of the City of Livonia unanimously adopted the "City of Livonia Policy Against Harassment," reissued on or about March 3, 1999, which provides, in part, that employees shall be afforded the opportunity to work in a non-hostile environment which is free from intimidation, humiliation or insult of a sexual nature; NOW THEREFORE: I. The Livonia Public Library system will provide its patrons access to information regardless of format, whether in print, sound recording, video recording, or state-of-the-art electronic device. To fulfill this mission, the Livonia Public Library system offers public access to the Internet and has created a home page on the World Wide Web. The home page includes this policy statement, current information about the Livonia Public Library system (locations, hours, programs, etc.) as well as links to many useful information sites. All links on the home page have been chosen in accordance with Library collection development policies. The Livonia Public Library cannot, however, be held responsible for unannounced changes in the sources to which it links, or their content. II. The Internet is a vast global information resource which, as with printed sources, may contain dated, inaccurate, or incomplete information as well as information of a potentially offensive or controversial nature. In this regard, the Livonia Public Library strives to provide free access to materials while simultaneously complying with applicable state law and the City of Livonia Policy Against Harassment. At the Civic Center Library, filtered access to the internet is provided in the children's and young adult areas; parents/guardians should be aware that the filtering software has inherent limitations which prohibit total and complete blocking of sites which may contain obscene, sexually explicit and/or other possibly objectionable materials. Parents/guardians, not Library staff members, are responsible: for providing appropriate guidance to their children/wards relative to the use of both filtered and non-filtered internet access. Non-filtered access with privacy screens (which screens are designed to restrict viewing by persons not directly situated in front of the terminal) are available on the second floor of the Civic Center Library for adults and for minors accompanied by a parent or guardian. Both filtered access for minors unaccompanied by parent or guardian and non-filtered access with a privacy screen for adults are available at Noble and Sandburg branches. Privacy screens are intended to be permanent fixtures; if a patron has a special need which requires the removal of a privacy screen, the patron must request the assistance of a library staff member. The Livonia Public Library strongly encourages parents/guardians to become involved in and supervise their children's Internet/Computer Network activities. It is the responsibility of a parent or legal guardian to decide what library resources are appropriate for their child. Library staff are pleased to offer sources which can help determine effective sites for users. III. The Livonia Public Library asks that users of the Internet/LAN stations please limit their sessions to 30 minutes when other patrons are waiting. There is no advance reservation system for these stations; they are available on a "first come, first served" basis. IV. Users will be able to print documents from their Internet and LAN searches. Users must pay the reference librarian for their documents at the end of their session, at a cost of 10 cents per page printed. Printing must be completed by the end of a 30 minute session, thus assuring a complete 30 minute session for the next user. V. Users will find that their internet session can be much more productive if outside distractions (i.e. too many persons at the work station, supervising a child who is not using the Internet at the time, excessive or loud talking with partners, etc.) are eliminated. VI. The Livonia Public Library Internet services are intended for information gathering. Users put themselves at risk of criminal or civil liability when they use the Internet illegally in violation of local, state and/or federal law. Use of the Internet/LAN/Computer Network contrary to this policy may subject a patron to loss of Internet/LAN/Computer Network privileges, and/or ejection from the Livonia Public Library. These activities include, but are not restricted to: ? Transmitting/accessing obscene materials. ? Interfering with, disrupting, or destroying network users, services or equipment. ? Computer fraud. ? Distribution of unsolicited advertising or propaganda, or propagation of computer worms or viruses. ? Hacking or spamming. ? Infringement of copyright laws. ? Creating, downloading or uploading files or programs. VII. The staff of the Livonia Public Library cannot provide in-depth computer training, but will attempt to answer basic questions or help patrons locate resources on the Internet. Library staff can also provide information on where to get appropriate training. VIII. Failure to comply with the provisions of this statement may result in a loss of Internet privileges. AGREEMENT TO USE LIVONIA PUBLIC LIBRARY'S INTERNET/LAN/COMPUTER NETWORK CONSISTENT WITH POLICY STATEMENT 1. I have read the Livonia Public Library Internet/LAN/Computer Network Policy Statement and agree to comply with the terms of the policy. 2. I understand that if I fail to comply with the Policy, I may lose eligibility for use of the Library's Internet/LAN/Computer Network.
